Overview
- Belligerents: Republic of Türkiye (military, gendarmerie, police) vs. the Kurdistan Workers' Party (PKK, founded 1978; armed insurgency from 1984). Designated a terrorist organization by Türkiye, the US, and the EU.
- Dates: 1978–present (armed phase 1984–2025). Historic development: the PKK declared a ceasefire on 1 March 2025 and voted to dissolve and disarm at its 12th Congress on 12 May 2025, following imprisoned leader Abdullah Öcalan's 27 February 2025 call to end the armed struggle. Disarmament steps followed (symbolic weapons-burning July 2025; withdrawal from Türkiye announced 26 Oct 2025). As of the September 2026 observation window the armed conflict is effectively suspended, but the political settlement is incomplete — the dossier dates the armed phase 1978–2025 with "post-conflict transition" status.

Causes
- Kurdish nationalists cite the Turkish republic's denial of Kurdish identity — especially after the 1980 military coup (language bans, village destructions in the 1990s) — as the insurgency's root; the PKK initially sought an independent Kurdistan, later "democratic confederalism"/autonomy.
- Türkiye frames the PKK as a terrorist organization threatening territorial integrity and attributes its endurance to external support (a claim various governments have denied at various times) and difficult terrain.
- Analysts note failed peace processes (notably 2013–15) and regional spillover (Syria, Iraq) as prolonging factors.
Course
The PKK launched its insurgency on 15 August 1984. The 1990s saw the heaviest fighting (~3,000+ villages evacuated/destroyed per human-rights groups — contested). Öcalan's 1999 capture led to a unilateral PKK ceasefire; fighting resumed 2004. The 2013–15 "solution process" collapsed in July 2015, triggering urban warfare in 2015–16 (Cizre, Sur/Diyarbakır) with heavy civilian harm: the Turkish Human Rights Foundation counted 52 curfews and 124 civilian deaths since summer 2015 (claimed by THF); HRW estimated ~100 civilian deaths; 200,000+ displaced. Turkish cross-border operations into northern Iraq (Claw series from 2019) and Syria continued through 2024. Öcalan's Feb 2025 call, the 1 March 2025 PKK ceasefire, the 12 May 2025 dissolution vote, July 2025 weapons-burning ceremony, and 26 Oct 2025 withdrawal announcement (Reuters) mark the conflict's apparent end. Türkiye enacted legislation in 2026 supporting disarmament and member returns (Turkish Minute, Aug 2026). Sporadic incidents continued into early 2025 (CPT recorded ~118 Turkish attacks in northern Iraq in March 2025).

- PKK's own 2026 tally: senior leader Murat Karayılan stated 25,922 PKK/affiliated fighters died 1976–2026 (173 in 1976–83; 13,778 in 1984–2000; 7,949 in 2001–26; plus YPS and anti-ISIS fighters), with ~1,000 unrecorded (raising it to ~27,000) and an estimated 5,000–10,000 civilians — per Firat News Agency (ANF, PKK-aligned), Aug 2026, via Turkish Minute. Could not be independently verified → UNVERIFIED as exact, though consistent with the ~40,000 total.
- 2015–16 urban phase: 124–~500 civilian deaths depending on source (THF, HRW, HDP claims vary widely).
Outcome & legacy (as of September 2026)
The 2025 dissolution — if it holds — ends one of the Middle East's longest insurgencies. Legacy issues: the fate of remaining fighters, Kurdish political rights in Türkiye (the pro-Kurdish DEM Party's role), Turkish military presence in northern Iraq/Syria, and whether disarmament translates into a political settlement. As of the observation window the process is incomplete and reversible.
