Overview
- Belligerents: Ukraine (Armed Forces of Ukraine, National Guard, Territorial Defense) with Western military/financial support (US, EU, UK and others). Versus: Russian Federation (Armed Forces, Wagner/irregular formations earlier in the war) and, in the 2014–2022 phase, the self-declared Donetsk and Luhansk People's Republics (DPR/LPR) backed by Russia. North Korean troops were reported fighting alongside Russia from late 2024 (Western/Ukrainian/South Korean intelligence claims — attributed).

Causes (attributed)
- Ukraine and Western governments describe the war as an unprovoked Russian war of aggression aimed at subjugating Ukraine and reversing its Western orientation; Russia's stated justifications (protection of Russian-speakers, "demilitarization/denazification," NATO expansion concerns) are presented by Moscow and rejected by Kyiv and Western capitals as pretexts. This dossier takes no position: both characterizations are attributed claims.
- Analysts widely trace the 2014 phase to the Euromaidan revolution, the flight of Viktor Yanukovych, Russia's annexation of Crimea, and Russian-backed separatism in Donbas; the 2022 escalation followed Russia's recognition of the DPR/LPR and massed invasion.
- UN General Assembly resolutions have condemned the invasion (attributed to UN voting records); Russia disputes their legitimacy.
Course
After 2014, the Minsk agreements (2014–2015) froze but did not end Donbas fighting (~13,000+ killed 2014–2021 per UN OHCHR estimates widely cited before 2022 — see casualties). On 24 February 2022 Russia launched a full-scale invasion; Kyiv held, Russia withdrew from the north, and the war settled into grinding attrition in the east and south, with Ukrainian counteroffensives in 2022 (Kharkiv, Kherson) and 2023, and renewed Russian offensives from late 2023. Both sides escalated long-range strikes: Russia systematically targeting Ukrainian energy infrastructure; Ukraine striking Russian refineries, depots and military sites. UN reporting documents sharply rising civilian harm in 2025–2026, with short-range drones described by HRMMU as "hunting" frontline civilians.
